Rome resident Nicky Jerome Waits, 48, was taken into custody last week on allegations that he starved nine pets to death.
According to police, Waits starved the animals to death while they were imprisoned inside a house without access to food or water.
Nine counts of aggravated animal abuse are brought against Waits.
