MYRTLE BEACH, S.C.— A man and a woman are being charged with child abuse after it was discovered that their children, ages 6 and 17, were living in a shed that was described as having “deplorable” circumstances.
A total of two counts of criminal conduct toward a minor have been brought against Paul Michael St. Michel, who is 44 years old, and Kelly Elizabeth Poe, who is 40 years old. There are also two allegations of fraud and two charges of narcotics possession against Poe.
An arrest warrant states that on June 17, at approximately six o’clock in the evening, Myrtle Beach police officers responded to the 300 block of Cedar Street in response to a report of maltreatment of a child. Upon arrival, the officer discovered that Poe and St. Michel had permitted their children to reside in a shed within their property.

An arrest warrant reveals that the shed was in “deplorable condition,” that it could not be secured, that it was unsanitary, that it did not have climate control, that it could not store perishable food, that it had limited room, and that it did not have plumbing. Because the children did not have any spare clothing, they had not been bathed, and they did not have a suitable place to sleep, they were “at an unreasonable risk of harm.”
Following an arrest warrant, Poe is being charged with fraud after the police responded to a Food Lion located on S. Kings Highway as well as a Coastal Pantry Liquor Store on June 9. It is alleged that she used the debit card of another individual to make a payment of around $240.
She was taken into custody approximately one week later, on June 17, in the 1400 block of South Ocean Boulevard. According to the arrest warrant, the police discovered that she had methamphetamine at the time of her detention as per myfox8.

According to the online jail records, Poe and St. Michel are still being held at the J. Reuben Long Detention Center, which is where they were officially booked on June 18. A bond of $5,000 was established for St. Michel, while a bond of $65,000 was established for Poe.
